Purpose: To introduce
Audience: All readers
Tone: Straightforward
Point of view: First person
Thesis: Empire state is self-evidence. You might feel it everywhere at anytime. Show up everything through images and let images tell you something about empire state.
Body:
1. Introduce a little bit about NYC. Moreover, describe first image that relate to NYC.
2. Analysis rest of images and explain claims and evidences.
3. Comparison and contrast
4. Combine and make a result
Conclusion.

Actually, I could hardly understand what you are going to write about, and what those pictures are about.

"Empire state of my mind", what does this mean?

You have to rewrite your outline, with clearer thesis statement, and with details about what you want to compare or contrast.
