This is a quote from the article "We get along by not geting along". The writer is hoping the screening is a start to solve the crime problem. I like the quote. If the problem we keep for a long time and do not solve it immediately, some things will build up and bad things will happen. That's a chain-reacting. Just like if I don't do the home work and leave it for a long time, the teacher will make a bad record for me. The bad record will make me get "F" in the final. So, don't keep things in too long, even just a homework. Solven the problem quickly,do not let things build up and bad things happen.That's a truth everyone should know.

You see, wise people are wise in the same way. This quote is the same meaning with "Long Overdue". Waiting can only pile up problems, and make things worse. Therefore, it's always better to do everything on time because it's both easier and safer.
Unfortunately, people always tend to postpone rather than to finish up everything on time.
