It might be better to give stories of underage first before discussing underage sex law.
In Body 6, 2. rates of underage sex are given again, which seems to have been given or discussed in Body 3.
Isn't Body 6, 1. about parents feelings, better to be put into Body 4 about "effect of underage sex" .
Body 5 is about solutions, and I think that only government is expected to work it out is not enough. What about school? Parents? teenager themselves?
